graph-local joins the union in REQ-064 (#270), task #273.

A closed union read in several places, so a new member is threaded rather than cast past — the same discipline #219 applied when it added not-configured. Like navigate, it is delegated whole: it shares no step with the fusion path, because it answers a different kind of question.
